Missing armed NSman caught in Orchard Road

SINGAPORE: An armed SAF National Serviceman was caught in Orchard Road at 8pm on Monday, 19 hours after he had gone missing from camp.
Police said the 20-year-old went missing at 11.59pm on Sunday from the Mandai Hill Camp, with a rifle and some ammunition issued by the army.
200 officers mounted a manhunt and police found him near Orchard Cineleisure.
They also recovered the missing rifle and ammunition and will investigate the case under the Arm Offences Act.
The Ministry of Defence has identified the NSman as Corporal Dave Teo Ming.
Mindef said he had been given the rifle and ammunition for guard duty.
He is an infantry rifleman from the First Battalion at the Singapore Infantry Regiment.
Corporal Teo was enlisted in the army in September 2005 and will finish his national service with the army next month. - CNA/ir
Other witnesses said they saw a brief struggle outside the Nike Store. Police officers kept the commotion to minimum - even security guards at the shopping complex were kept unaware of the situation.Corporal Teo still had the rifle on him when the police arrested him. It is believed to be a Singapore-made SAR-21 rifle, which is about 80cm long - or about the length of an umbrella.

He could be prosecuted in court martial for AWOL and stealing rifle, but that is not his main worry.He got caught in orchard, a public area. obviously orchard cineleisure is not under jurisdiction of SAF law. He will be charged in CIVILIAN court for posession of firearms. which is life imprisonment. discharge of firearm is death by hanging
if Public prosecutor can prove that he got intent to kill... he is really gone.

Penalty for being in unlawful possession of arms or ammunition
3. —(1) Subject to subsection (4), any person who is in unlawful possession of any arm or ammunition shall be guilty of an offence and shall on conviction be punished with imprisonment for a term of not less that 5 years and not more than 10 years and shall also be punished with caning with not less than 6 strokes.
(2) Subject to subsection (4), any person who unlawfully carries any arm shall be guilty of an offence and shall on conviction be punished with imprisonment for a term of not less than 5 years and not more than 14 years and shall also be punished with caning with not less than 6 strokes.
(3) Where any person at the time of his committing or at the time of his apprehension for any scheduled offence has on his person any arm, he shall be guilty of an offence and shall on conviction be punished with imprisonment for life and shall also be punished with caning with not less than 6 strokes.
(4) Where any person convicted of an offence punishable under subsection (1) or (2) is proved to have been previously convicted of a scheduled offence, he shall on conviction be punished with imprisonment for a term of not less than 5 years and not more than 20 years and shall also be punished with caning with not less than 6 strokes.
